The recently proposed reclamation works in the Victoria Harbour of Hong Kong have raised questions about their appropriateness and desirability. While the Government requires all Environmental Impact Assessment (EIA) reports be made available for public consultation on the Internet, wordy and technical details in these reports do not seem effective in conveying critical messages to the public nor do they offer sufficient layman information to back personal judgement. We believe that having direct and open access to unbiased and easy-to-understand information about an environmental issue is key to public education and learning.

In this regard, we have developed a web-based platform making use of the Geographic Information System (GIS) technology to amass reclamation information straddling from the past to the future. A Web-based GIS publishes geographic data in multiple representations — such as maps and 3D relief models — for widespread dissemination over the Internet.

The project aims to provide over the Internet visual information on existing and proposed reclamations to assist learning and impart environmental understanding. Specifically, visual understanding is enhanced from four aspects: (i) to offer options to view reclamation information in multiple formats such as maps, graphics, photos, videos, and animations; (ii) to render a better appreciation of the reclamation works through exploring before-and-after event models in computerized and interactive 3D or Virtual Reality Modelling Language (VRML) displays; (iii) to engage analytical functions made possible with the GIS technology, such as viewshed and line-of-sight, to impart additional views on the matter; and (iv) to allow scenarios on the scale or magnitude of impacts on existing properties.
